The Office of the City Attorney's Civil Division is organized into eight key units.
Provides counsel and representation to the City's elected and appointed officials, including the Mayor's Office, City Council and all department heads on a wide variety of short and long-term legal issues.
Provides legal counsel regarding, zoning, planning, growth management, environmental issues, the sale, acquisition and lease of public property.
Responsible for legal services at all stages of contract formulation, implementation and enforcement, including negotiation, drafting and administration. This section develops and administers City contracts and participates as counsel in complex transactions, such as capital projects.
Engaged primarily in litigation, defending the City in personal injury and property damage cases, which span a full spectrum from minor to major lawsuits.
Deals primarily with nuisance abatement, licensing, and permit regulation through the City's Code Enforcement Department.
With more than 2,000 City employees, the personnel and labor issues are complex and diverse. In conjunction with the Human Resources and, Civil Service departments, the employment section provides personnel policy development and labor relations matters.
Provides legal advice on a wide variety of local government law such as municipal finance and budgeting, taxation, economic development, and charter issues, legislation drafting, public disclosure and inter/intra-governmental relations.
Provides legal services concerning the City's utilities and City-granted franchises. The focus is on such unique legal needs as rate making, franchise negotiations and complex state and federal utility regulations.
