City of Spokane Navigation Center-Specialized Shelter Site System

The City of Spokane is advancing its efforts to address homelessness through the implementation of a pilot navigation center and small, specialized shelter site model.

The navigation center serves as a specialized facility offering temporary housing and comprehensive support services. It focuses on connecting residents with mental health care, addiction treatment, and housing placement services through individualized case management.

The City has invested in this model to diversify the interventions in the community available to those seeking emergency shelter. This approach involves micro locations, each averaging about 30 beds, tailored to meet the diverse needs of those experiencing homelessness. Space is provided to people through referrals.

An integral part of this model is the collaboration with community partners. Several churches and local organizations have opened their doors to host shelters. Empire Health Foundation, on behalf of the City of Spokane, facilitates these partnerships by connecting faith-based communities and organizations with experienced service providers to operate the shelters.

This new approach to homelessness alleviates having a large shelter in one neighborhood, is more cost-effective, and has shown to be more successful in connecting vulnerable people in Spokane to treatment and housing.
