Emergency Budget Ordinance C34958 - Amending Ordinance No. C34947 passed the City Council December 10, 2012, and entitled, "An Ordinance adopting the Annual Budget of the City of Spokane for 2013, making appropriations to the various funds, departments and programs of the City of Spokane government for the fiscal year ending December 31, 2013, and providing it shall take effect immediately upon passage," and declaring an emergency and appropriating funds in: Sewer Fund FROM: Construction of Fixed Assets, $143,440; TO: City Engineer/Contract Manager, same amount; and Public Works and Utilities Fund FROM: Interfund Other General Government, $111,540; TO: Division Communications Manager, same amount. (This action creates a Division Communications Manager and a City Engineer/Contract Manager position and eliminates two communications positions from Engineering and Regional Solid Waste System.)

Emergency Budget Ordinance C34959 - Carrying over from the 2012 fiscal year and re-appropriating various funds for the use of certain departments and divisions of the City government and the budgeting of various outstanding grants, both revenues and expenses, of the City of Spokane, and thereby amending Ordinance No. C34947 passed the City Council December 10, 2012 and entitled, "An Ordinance adopting the Annual Budget of the City of Spokane for 2013, making appropriations to the various funds, departments and programs of the City of Spokane government for the fiscal year ending December 31, 2013, and providing it shall take effect immediately upon passage," and declaring an emergency. (This action carries over budget authority for items budgeted in 2012 but not concluded at year-end and appropriates various outstanding grants and capital expenditures.)

Resolution 2013-0005 - Amending the City Council Rules of Procedure (Rule 1.2 Duty of Mutual Respect).

Resolution 2013-0006 - Approving settlement of Elizabeth and Michael Haller v. City of Spokane, Spokane County Superior Court Cause No. 07-2-00960-9, arising out of an incident on May 23, 2005—$110,000.

Resolution 2013-0007 - Approving settlement of Holly Ciccarello v. Craig Larsen d/b/a JimmyZ, Joel & Jon, LLC, and the City of Spokane, Spokane County Superior Court Cause No. 11-2-01899-1, arising out of an incident on May 17, 2008—$58,500.

Resolution 2013-0008 - Authorizing the Spokane Airport Board to sell Buildings 4 and 5, Parcels 35115.0202 and 35122/0013.

Resolution 2013-0009 - Relating to the City’s emergency medical response procedures by the Fire Department.

Resolution 2013-0011 - Approving the Public Participation Plan for the Comprehensive Plan Review and Update.
