Emergency Budget Ordinance C35111 - amending Ordinance No. C35062 passed the City Council November 25, 2013, and entitled, "An Ordinance adopting the Annual Budget of the City of Spokane for 2014, making appropriations to the various funds, departments and programs of the City of Spokane government for the fiscal year ending December 31, 2014, and providing it shall take effect immediately upon passage," and declaring an emergency and appropriating funds in: CHHS Grants Fund FROM: Department of Commerce, $2,581,215; TO: Contractual Services, same amount. (This action budgets additional grant funds for administration of the HEN program.) (Relates to OPR 2014-0490 under the Consent Agenda)

Emergency Budget Ordinance C35112 - amending Ordinance No. C35062 passed the City Council November 25, 2013, and entitled, "An Ordinance adopting the Annual Budget of the City of Spokane for 2014, making appropriations to the various funds, departments and programs of the City of Spokane government for the fiscal year ending December 31, 2014, and providing it shall take effect immediately upon passage," and declaring an emergency and appropriating funds in:Park Cumulative Reserve Fund FROM: Committed Fund Balance, not to exceed $80,000; TO: Other Improvements, same amount. (This action budgets funds to be used for upgrading the SkyRide cabins; installing bars at the opposite ends of the cabins, allowing air flow.)

Emergency Budget Ordinance C35113 - amending Ordinance No. C35062 passed the City Council November 25, 2013, and entitled, "An Ordinance adopting the Annual Budget of the City of Spokane for 2014, making appropriations to the various funds, departments and programs of the City of Spokane government for the fiscal year ending December 31, 2014, and providing it shall take effect immediately upon passage," and declaring an emergency and appropriating funds in: Park and Recreation Fund FROM: Committed Fund Balance, $83,000; TO: Park and Recreation Fund Contract Services, same amount. (This action is necessary to make changes in the appropriations of the Park and Recreation Fund, which changes could not have been anticipated or known in the 2014 budget process.)

Ordinance C35115 - Approving and confirming the assessments and assessment roll of Local Improvement District #2011165 for 25th Avenue from Freya Street to one-half Block East of Rebecca Street, and levying and assessing the amounts thereof, according to benefits, against the several lots, tracts and parcels of land and other property as shown on said roll; providing for the collection of said assessments and the issuance of local improvement installment notes or bonds to pay the cost and expense of said improvement; fixing the date of issue of said installment notes or bonds; and providing for delinquency penalties.

Ordinance C35116 - Approving and confirming the assessments and assessment roll of Local Improvement District #2012049 for Riverside Avenue from Altamont Street to Cook Street and in Cook Street from Sprague Avenue to Riverside Avenue, and levying and assessing the amounts thereof, according to benefits, against the several lots, tracts and parcels of land and other property as shown on said roll; providing for the collection of said assessments and the issuance of local improvement installment notes or bonds to pay the cost and expense of said improvements; fixing the date of issue of said installment notes or bonds; and providing for delinquency penalties.

Resolution 2014-0070 - expressing support for the Northwest Power and Conservation Council's Fish and Wildlife Program's inclusion of anadromous fish passage above Grand Coulee Dam.

Resolution 2014-0071 - supporting the reauthorization of the Export-Import Bank.

Resolution 2014-0072 - reducing the speed limit on US - 2, Sunset Highway, a State Route, from 55 miles per hour to 45 mph from the west city limits to approximately 1,370 feet east of Flint Road.

Resolution 2014-0073 - regarding the City Council's opposition to the Washington State Department of Transportation's engineering design of the North South Corridor (U.S. 395) that removes the Altamont St. Exit/on Ramps.

Resolution 2014-0075 - approving the appointment of Tim Schwering as Director of Strategic Initiatives of the Spokane Police Department.

Resolution 2014-0077 - 7 supporting the City of Spokane’s Administrative Policy and Procedures identifying Commercial Rate Classifications.
