Emergency Budget Ordinance C35222 - Amending Ordinance No. C35185 passed the City Council November 24, 2014, and entitled, "An Ordinance adopting the Annual Budget of the City of Spokane for 2015, making appropriations to the various funds, departments and programs of the City of Spokane government for the fiscal year ending December 31, 2015, and providing it shall take effect immediately upon passage," and declaring an emergency and appropriating funds in: General Fund FROM: Municipal Court, Administrator $102,897; and Unappropriated Reserves, $9,604; TO: Court Commissioner (from 2 to 3 positions), $112,501. (This action reflects consolidating the position of Court Administrator of the Spokane Municipal Court into a newly established Court Commissioner position and allows the former Court Administrator, an active member of the state bar, to be appointed as a Court Commissioner.)

Emergency Budget Ordinance C35224 - Amending Ordinance No. C35185 passed the City Council November 24, 2014, and entitled, "An Ordinance adopting the Annual Budget of the City of Spokane for 2015, making appropriations to the various funds, departments and programs of the City of Spokane government for the fiscal year ending December 31, 2015, and providing it shall take effect immediately upon passage," and declaring an emergency and appropriating funds in: Water/Wastewater Revenue Bond Fund FROM: Unappropriated Reserves, $200,008,439; TO: Construction of Fixed Assets; same amount; and Sewer Department FROM: Unappropriated Reserves, $13,512,806; TO: Water/Wastewater Debt Service Fund, same amount; and Water/Wastewater Debt Service Fund FROM: Transfer from Sewer Department, $13,512,806; TO: Various Accounts, same amount. (This action establishes a budget for the Water/Wastewater Revenue Bonds and the 2015 Debt Service payment.)

Emergency Budget Ordinance C35225 - Amending Ordinance No. C35185 passed the City Council November 24, 2014, and entitled, "An Ordinance adopting the Annual Budget of the City of Spokane for 2015, making appropriations to the various funds, departments and programs of the City of Spokane government for the fiscal year ending December 31, 2015, and providing it shall take effect immediately upon passage," and declaring an emergency and appropriating funds in: Fire/EMS Fund FROM: Private Grants, $44,000; TO: Various Accounts; same amount. (This action increases funding for the CARES program by recognizing a $44,000 contribution in 2015 from Better Health Together that will be used to enhance the City's CARES program.)

Emergency Budget Ordinance C35226 - Amending Ordinance No. C35185 passed the City Council November 24, 2014, and entitled, "An Ordinance adopting the Annual Budget of the City of Spokane for 2015, making appropriations to the various funds, departments and programs of the City of Spokane government for the fiscal year ending December 31, 2015, and providing it shall take effect immediately upon passage," and declaring an emergency and appropriating funds in: Parks and Recreation Fund FROM: Parks and Recreation Division Manager (from 3 to 2), $75,043; TO: Riverfront Park Director (from 0 to 1 position); same amount. (This action creates a Riverfront Park Director position in the Park and Recreation Division.)

Resolution 2015-0012 - Declaring Physico-Control, Inc. (Redmond, WA) a sole source for Physico-Control, Inc. automated & manual defibrillators; and authorizing the purchase of four defibrillators and associated equipment without public bidding—$172,932.29 (including tax).

Resolution 2015-0013 - Regarding the City Council's approval of the Plan Commission's 2015 Work Program.
