Emergency Budget Ordinance C35510 - Amending Ordinance No. C35457 passed by the City Council November 28, 2016, and entitled, "An Ordinance adopting the Annual Budget of the City of Spokane for 2017, making appropriations to the various funds, departments and programs of the City of Spokane government for the fiscal year ending December 31, 2017, and providing it shall take effect immediately upon passage,” and declaring an emergency and appropriating funds in:Park & Recreation Fund FROM: Administration / OH Administration-Reserves, $30,024; TO: Various Accounts, same amount. (This action converts a recurring temporary/seasonal position into a new classified Urban Forestry Specialist position [from 0 to 0.6 positions]).

Emergency Budget Ordinance C35511 - Amending Ordinance No. C35457 passed by the City Council November 28, 2016, and entitled, "An Ordinance adopting the Annual Budget of the City of Spokane for 2017, making appropriations to the various funds, departments and programs of the City of Spokane government for the fiscal year ending December 31, 2017, and providing it shall take effect immediately upon passage,” and declaring an emergency and appropriating funds in: Unappropriated Reserves FROM: Unappropriated Reserves, $250,000; TO: Contractual Services, $450,000. (This action provides funding for support of a 24/7 homeless shelter model.)

Emergency Ordinance C35513 - Enacting an interim zoning ordinance relating to regulations for state-licensed marijuana producers, processors, retailers, and research facilities; amending section 17C.347.030 of the Spokane Municipal Code and declaring an emergency.

Ordinance C35508 - Relating to wetlands protection; amending SMC sections 17E.070.010, 17E.070.020, 17E.070.030, 17E.070.040, 17E.070.050, 17E.070.060, 17E.070.080, 17E.070.090, 17E.070.100, 17E.070.110, 17E.070.120, 17E.070.130, 17E.070.140, 17E.070.150, 17E.070.180 of the Spokane Municipal Code and setting an effective date.

Resolution 2017-0050 - Approving the settlement of Estate of James Rogers, et al. v. City of Spokane, et al., U.S.D.C., E.D.W., Cause No. 14-CV-313-SAB, arising out of an incident on or about September 26, 2011-$175,000.

Resolution 2017-0052 - Relating to contracting indebtedness; providing for the issuance of up to $2,000,000 principal amount of Limited Tax General Obligation Bond, 2017 Series B, of the City for general City purposes to provide funds to be placed in the City's Financial Partnership Portfolio Fund as provided in SMC 07.08.150; fixing the date, form, maturity, interest rate, terms and covenants of the bond; authorizing the sale and delivery of the bond to the City, and providing for other matters properly relating thereto.

Resolution 2017-0053 - Adopting the 2018-2023 Six-Year Comprehensive Street Program (as amended).

Resolution 2017-0054 - Declaring an Emergency and authorizing the City’s Solid Waste Disposal Department – the Waste To Energy (WTE) Facility to contract with United States Electric Corporation of Washington, Inc., in lieu of public bidding for repairing an electrical conduit at the Waste to Energy Facility-not to exceed $100,000 (excl. tax).
