Ordinance C35697 - Reaffirming that the first floor lobby of City Hall is open to all members of the public; enacting a new section 12.05.050 of the Spokane Municipal Code.

Ordinance C35745 - Relating to disposal rates of uncovered loads, amending SMC section 13.02.0570; to chapter 13.02 of the Spokane Municipal Code; and setting an effective date.

Ordinance C35749 - Updating the regulations for personal transportation devices; amending SMC sections 10.17.020, 10.17.030, 10.17.050, 10.17.080, 16A.62.010, 16A.62.030 and 16A.62.040; and enacting a new section 16A.62.035 of the Spokane Municipal Code. [Allows for permanent operation of a shared mobility program (formerly known as bikeshare) in the City of Spokane.]

Resolution 2019-0019 - Setting a hearing for April 22, 2019, for the vacation of a portion of Cliff Avenue right-of-way west of Browne Street, as requested by Randall Jacobson.

Resolution 2019-0020 - Approving the Downtown Spokane Business Improvement District’s (BID) Crime Prevention Through Environmental Design (CPTED) BID assessment rebate program.

Resolution 2019-0021 - Amending the City’s 2019 State Legislative Agenda.

Special Budget Ordinance C35750 - Amending Ordinance No. C35703 passed by the City Council December 10, 2018, and entitled, "An Ordinance adopting the Annual Budget of the City of Spokane for 2019, making appropriations to the various funds, departments and programs of the City of Spokane government for the fiscal year ending December 31, 2019, and providing it shall take effect immediately upon passage,” and declaring an emergency and appropriating funds in: Asset Management Capital FROM: Operating Transfer, $141,000; TO: Building Improvements, same amount. (This action adds additional budget authority for unexpected costs on the City Hall restoration project.)

Special Budget Ordinance C35751 - Amending Ordinance No. C35703 passed by the City Council December 10, 2018, and entitled, "An Ordinance adopting the Annual Budget of the City of Spokane for 2019, making appropriations to the various funds, departments and programs of the City of Spokane government for the fiscal year ending December 31, 2019, and providing it shall take effect immediately upon passage,” and declaring an emergency and appropriating funds in: Asset Management Capital FROM: Reserves, $268,000 TO: Various accounts, same amount. (This action adds additional budget authority for unexpected costs on the City Hall restoration project and other unforeseen projects.)

Special Budget Ordinance C35752 - Amending Ordinance No. C35703 passed by the City Council December 10, 2018, and entitled, "An Ordinance adopting the Annual Budget of the City of Spokane for 2019, making appropriations to the various funds, departments and programs of the City of Spokane government for the fiscal year ending December 31, 2019, and providing it shall take effect immediately upon passage,” and declaring an emergency and appropriating funds in: Street Department Signs & Markers Fund FROM: Sign Painter, (from 1 to 0), $50,872 and Street Fund, Unappropriated Reserves, $4,687; TO: Sign Painter, (from 0 to 1), same amount. (This action increases the range to pay grade 38.)

Special Budget Ordinance C35753 - Amending Ordinance No. C35703 passed by the City Council December 10, 2018, and entitled, "An Ordinance adopting the Annual Budget of the City of Spokane for 2019, making appropriations to the various funds, departments and programs of the City of Spokane government for the fiscal year ending December 31, 2019, and providing it shall take effect immediately upon passage,” and declaring an emergency and appropriating funds in: Reprographics Fund FROM: Unappropriated Reserves, $38,586.51; TO: Machinery/Equipment, same amount. (This action replaces a 23 years old paper cutter in Reprographics.)
