Emergency Ordinance C35944 - Relating to program participation criteria for the U-Help utility bill payment assistance program and partnership for response to the COVID-19 pandemic; amending section 13.09.100 of the Spokane Municipal Code; and declaring an emergency.

Ordinance C35939 - Amending Ordinance C32481 passed by City Council on August 30, 1999, that amended Ordinance C29198 passed by City Council September 6, 1988, pertaining to the vacation of Carlisle Avenue.

Ordinance C35940 - Amending Ordinance No. C-34470, which created the Spokane University District Revitalization Area.

Resolution 2020-0066 - Declaring Clean Energy (Newport Beach, CA) a sole source provider for repairs and maintenance of the City of Spokane CNG Refueling Station to be used on an “as needed” basis for an annual estimated expenditure of $250,000 including tax. (Deferred from September 14, 2020)

Resolution 2020-0067 - Establishing the City of Spokane’s federal legislative agenda for the 117th Congress.

Special Budget Ordinance C35941 - Amending Ordinance No. C35857 passed by the City Council December 16, 2019, and entitled, "An Ordinance adopting the Annual Budget of the City of Spokane for 2020, making appropriations to the various funds of the City of Spokane government for the fiscal year ending December 31, 2020, and providing it shall take effect immediately upon passage," and declaring an emergency and appropriating funds in: Fire/EMS Fund FROM: Department of Homeland Security, $497,963; TO: Personal Protective Equipment, same amount. (This action allows acceptance of a new Assistance to Firefighters Grant from the Department of Homeland Security for COVID-19 personal protective equipment and related supplies to prevent, prepare for, and respond to coronavirus.)

Special Budget Ordinance C35942 - Amending Ordinance No. C35857 passed by the City Council December 16, 2019, and entitled, "An Ordinance adopting the Annual Budget of the City of Spokane for 2020, making appropriations to the various funds of the City of Spokane government for the fiscal year ending December 31, 2020, and providing it shall take effect immediately upon passage," and declaring an emergency and appropriating funds in: Public Safety & Judicial Grant Fund FROM: Mental Health Unit, $178,423; TO: Various accounts, same amount. (This action allows awarded grant funds to be used towards a Regional Mental Health Unit program.)

Special Budget Ordinance C35943 - Amending Ordinance No. C35857 passed by the City Council December 16, 2019, and entitled, "An Ordinance adopting the Annual Budget of the City of Spokane for 2020, making appropriations to the various funds of the City of Spokane government for the fiscal year ending December 31, 2020, and providing it shall take effect immediately upon passage," and declaring an emergency and appropriating funds in: Human Services Grants Fund FROM: Indirect from Department of Treasury, $668,475; TO: Various accounts, same amount. [This action provides funding to prevent evictions by paying past due and future rent for young adult-headed households (targeting limited resources to those with the greatest needs while working to distribute funds equitably.)]

Special Budget Ordinance C35948 - Amending Ordinance No. C35857 passed by the City Council December 16, 2019, and entitled, "An Ordinance adopting the Annual Budget of the City of Spokane for 2020, making appropriations to the various funds of the City of Spokane government for the fiscal year ending December 31, 2020, and providing it shall take effect immediately upon passage," and declaring an emergency and appropriating funds in: General Fund FROM: Non-Departmental-Department of Commerce $3,330,000; TO: Contractual Services, same amount. (This action allows budgeting for additional City CARES Act funding received from the state Department of Commerce.)
