Emergency Ordinance C36296 - Amending Interim Zoning Ordinance No. C36232 and amending Spokane Municipal Code Sections 17C.400.010 and 17C.400.030 to clarify requirements for airport overlay zones and the siting parking facilities in relation to streets and residential structures; and declaring an emergency.

Emergency Ordinance C36297 - Relating to Fire and Police dispatch service personnel; amending SMC sections 3.10.070 and 3.12.010 and declaring an emergency.

Resolution 2022-0093 - Authorizing CityCable 5 to purchase and operate a broadcast quality drone to produce programs and marketing for the City of Spokane.

Resolution 2022-0095 - Approving settlement of Estate of David Novak, et. al. v. City of Spokane, et. al., Cause No. 21-2-00037-32-$450,535.14.

Special Budget Ordinance C36282 - Amending Ordinance No. C36161 passed by the City Council December 13, 2021, and entitled, "An Ordinance adopting the Annual Budget of the City of Spokane for 2022, making appropriations to the various funds of the City of Spokane government for the fiscal year ending December 31, 2022, and providing it shall take effect immediately upon passage," and declaring an emergency and appropriating funds in: General Fund 1) Decrease the appropriation for a Senior Engineer position, including benefits, by $102,000. 2) Increase the appropriation for a relocation retainage payment by $102,000. A) There is no change to the overall appropriation level in the General Fund. (This action arises from the need to replace four pickup trucks and pay the last retainage bill for the Construction Management Building).

Special Budget Ordinance C36284 - Amending Ordinance No. C36161 passed by the City Council December 13, 2021, and entitled, "An Ordinance adopting the Annual Budget of the City of Spokane for 2022, making appropriations to the various funds of the City of Spokane government for the fiscal year ending December 31, 2022, and providing it shall take effect immediately upon passage," and declaring an emergency and appropriating funds in: Criminal Justice Assistance Fund 1) Increase appropriation by $100,000. (A) Of the increased appropriation, $100,000 is provided solely as a transfer-out to the Office of Performance Management department. and Office of Performance Management Fund 1) Increase revenue by $100,000. (B) Of the increased revenue, $100,000 is provided solely as a transfer in from the Criminal Justice Assistance Fund. 2) Increase appropriation by $100,000. Special Budget Ordinance C36300 - Amending Ordinance No. C36161 passed by the City Council December 13, 2021, and entitled, "An Ordinance adopting the Annual Budget of the City of Spokane for 2022, making appropriations to the various funds of the City of Spokane government for the fiscal year ending December 31, 2022, and providing it shall take effect immediately upon passage," and declaring an emergency and appropriating funds in: Emergency Rental Assistance Fund 1) Increase revenue by $218,122. A) Of the increased revenue, $218,122 is provided to the City of Spokane for the Emergency Rental Assistance (ERA) 1.0 reallocation from the U.S. Department of the Treasury. 2) Increase appropriation by $218,122. A) Of the increased appropriation, $218,122 is provided solely for contractual services provided by subrecipients that are responsible for distributing rental assistance funds. (This action arises from the additional funding awarded to the City through the U.S. Department of the Treasury’s ERA 1.0 reallocation process).

A) Of the increased revenue, $1,725,144 is provided to the City of Spokane for the Eviction Rent Assistance Program (ERAP) 2.0 grant from the Washington State Department of Commerce. 2) Increase appropriation by $1,725,144.
