Current Funding Opportunities

The City is currently seeking proposals to use federal pandemic relief funding. Funding will be awarded through a public Request for Proposals (RFP) or Notice of Funding Availability (NOFA) process. This process requires submission, review, and evaluation of application materials for alignment to eligibility requirements and competitiveness.

To submit a proposal for a current RFP or NOFA, register and activate your account through the City’s Neighborly Portal.

There are no RFPs or NOFAs currently accepting applications.

How to Apply

Here's what you'll need to get started:

  • City of Spokane Business License
  • Certificate of Insurance
  • 501(c)(3) Non-profit Documentation (if applicable)
  • UEI (Unique Entity Identification) (PDF 123 KB)
    Where can I get this?
    1. Go to SAM.gov
    2. At the top right of the page, select "Sign In"
    3. Once on the sign-in page:
      • If you already have an account, sign in normally with the applicable email address and password.
      • If you do not have an account, select "Create an account" to register.
  • Registered email address with the City's Neighborly Portal to view and apply for available funding.
    • Not registered? Visit Neighborly to register with your email address and password. You will receive an email to verify your information. Selecting the activation link will bring you back to the portal, where you can log in with your new account.
