Shaping Spokane Through New Housing Regulations

On Nov. 20, 2023, the City Council adopted text amendments to the Spokane Municipal Code as proposed by the Building Opportunity for Housing project.

Drafted from community feedback and to meet state housing requirements, the code changes allow for and make more feasible Middle Housing development, providing for greater housing diversity and increasing opportunities for homeownership.

The code changes go into effect Jan. 1, 2024.

Key Changes:

  • No parking required for residential uses within ½ mile of a transit stop.
  • Expanded Unit Lot Subdivision process to allow for greater site flexibility.
  • Design standards for single-unit detached homes and Middle Housing developments.
  • Implementation of footprint and impervious surface maximums.
  • Reduced lot size minimums.
  • No lot density maximums for lots less than 2 acres.
  • Increased building height and reduced front and rear setbacks for some zones.
