As utility rates have required necessary adjustments over the last couple of years, the City knew this impact some of our most vulnerable community members. Utility Billing reached out to customers who may qualify for Senior and Disabled credits. Postcards were mailed to property owners who are eligible for Spokane County’s property tax exemption to ensure awareness for the program and provide support. The response has resulted in a 75 percent increase in number of customers receiving utility bill credits.
The credit provides eligible utility customers with $15 off their monthly bill for 2025 and in 2026, that amount will increase to $20 per month. This amount is evenly divided across the City’s three main utility services: water, sewer, and solid waste collections. Customers who receive only one or two of these services from the City will receive a prorated credit based on their usage.
City of Spokane Public Works Division’s mission is “To serve the community by providing high-quality, environmentally responsible services and infrastructure that protects the public health, maintains public investment, and supports affordability.” The Senior and Disabled Utility Credit program is an example its mission in action.
