Commercial Parking Tax Registration Now Open

The City is finalizing its procedures to administer the local option commercial parking tax program. As a reminder, the local option commercial parking tax goes into effect on April 1, 2026. The City requests that this commercial parking lot registration form be completed for each lot engaged in commercial parking by March 20, 2026. This form will be used to identify the appropriate contact for each lot and to determine eligibility for the Efficient Land Use Credit. This form must be completed only once unless there is a change in Efficient Land Use Credit status, company remitting the tax to the City, or the total number of stalls. Commercial Parking Lot Registration Form Instructions

Complete commercial parking lot registration form for each commercial parking lot. This form must be updated within 30 days of a change in Efficient Land Use Credit status, taxpayer, or the number of total parking stalls. The Taxpayer listed in this form is the commercial parking business, agent, or property owner responsible for collecting and remitting the local option commercial parking tax to the City of Spokane. Pursuant to Spokane Municipal Code 08.01.160, each commercial parking lot must have a separate City general business license.

Commercial Parking Lot Information

  • Lot Name: The requested Lot Name is the registered business name on the lot’s business license. Pursuant to Spokane Municipal Code 08.01.160, each commercial parking lot must have a separate City general business license. Questions about obtaining, renewing, or looking up business license information may be found on the Washington State Department of Revenue website.
  • Parcel Numbers: The requested parcel numbers are all the parcel numbers used by the lot engaging in the business of commercial parking associated with this primary lot address. This information may be found on the Spokane County SCOUT website. Please use a comma to separate each parcel number.

Eligibility Requirements for Efficient Land Use Credits

If the commercial parking lot meets any of the following criteria, it may be eligible for an Efficient Land Use Credit:

  • The commercial parking lot has two or more floors of commercial parking
  • The commercial parking lot is below ground-level.
  • The commercial parking lot has a counter-complete building permit for residential or commercial development

An approved Efficient Land Use Credit allows the commercial parking lot to impose a commercial parking tax rate of ½ the imposed rate. Ordinance C36801 imposes a 0.12 (12%) rate on the act of parking a vehicle in a facility operated by a commercial parking business. Lots with an Efficient Land Use Credit may impose a rate of 0.06 (6%) instead of a 0.12 (12%) rate.

Commercial Parking Stalls

  • Provide the total number of stalls that meet any of the Efficient Land Use eligibility criteria and the total number of stalls that are not eligible for the Efficient Land Use credit. These two numbers will equal the Total Parking Stalls.
  • If the lot does not have marked/striped parking stalls, please indicate the total square footage of the lot (all parcels) engaging in commercial parking. This field is not required for lots with marked/striped parking stalls.

Taxpayer Information

  • The Taxpayer is the commercial parking business, agent, or property owner responsible for collecting and remitting the local option commercial parking tax to the City of Spokane.
