11 p.m. - Spokane Police responded to a report of a suspicious person and arrested a felon in possession of a stolen firearm, stolen credit cards and a dagger.

4:55 p.m. - Signal lights throughout the City of Spokane will switch from flashing yellow to regular signal patterns at 5 a.m. beginning on Nov. 4

Tentative police contract strengthens oversight
