Spokane City Council Votes on Interim Ordinance Relating to Off-Premises Alcohol

The Spokane City Council adopted an emergency ordinance on Monday that would establish interim official control over off-premises alcohol outlets near public assets, adding a new chapter to the Spokane Municipal Code (SMC).

"In light of urgent challenges facing our community, we must swiftly enact an emergency interim ordinance to protect our most vulnerable citizens,” said Council President Betsy Wilkerson.  “By prohibiting off-premises alcohol outlets within 500 feet of parks, schools, libraries, transit centers, and community centers, we reinforce our commitment to safety and well-being. This action will underscore our responsibility to create a healthy and nurturing environment for all residents. Together, we must continue to prioritize the safety of our community and ensure that everyone has a safe place to thrive."

The ordinance will immediately prohibit the placement of off-premises alcohol outlets (stores that sell alcohol for off-premises use) within 500 feet of parks, schools, libraries, transit centers, and community centers.  As an emergency interim ordinance, it sets the required public hearing under RCW 36.70A.390 for June 16, 2025. It declares an emergency under Section 19 of the Charter and Section 1.01.080 of the Spokane Municipal Code. 

 “This ordinance is another step to improve public health and safety while addressing historic inequities that disproportionately impact vulnerable communities,” said Council Member Paul Dillon. “Interventions like this policy are proven data-driven strategies that will reduce alcohol-related crimes, particularly when youth are nearby.”
