City of Spokane, City of Spokane Valley Sign Interlocal Agreement with Spokane County to Coordinate Homelessness Response

The City of Spokane, City of Spokane Valley, and Spokane County have signed an interlocal agreement (ILA) to jointly plan and coordinate housing and homelessness services and projects.  

The agreement represents a unified commitment to providing more efficient and comprehensive support for people experiencing homelessness across the region.  

The ILA establishes a framework for shared planning, data collection, and funding strategies, ensuring that the three jurisdictions work in partnership rather than in parallel. Key components of the agreement include:  

  • Collaboration through regular meetings between housing and human services staff 
  • Coordinated planning, community outreach, and planned development efforts related to the Homelessness Strategic Plan 
  • Coordinated inclement weather response 
  • Joint planning and execution of the Point-In-Time Count 
  • Coordinated distribution of homelessness grant funds 
  • Shared data collection 

“Staff across our three jurisdictions have been working closely and effectively together to build strong partnerships grounded in shared goals. By continuing to collaborate, we can make more efficient use of public dollars and improve outcomes for people experiencing homeless in our communities,” Spokane Mayor Lisa Brown said.  

“Addressing homelessness cannot be tackled alone by any single jurisdiction. This collaboration will allow us to pool our resources to coordinate planning efforts, establish priority interventions to meet the needs of our community, and jointly evaluate the performance of providers to maximize the regional funds dedicated to homelessness,” said Spokane Valley Mayor Pam Haley. “We are grateful for this partnership to address the regional crisis more efficiently and create greater and more lasting outcomes for those experiencing homelessness.”
