Council Seeks Applications to Fill Expected Vacancy

Spokane City Council Member Lili Navarrete’s announcement that she plans to resign her position effective July 1, 2025, has initiated the council process to fill an expected vacancy on the City Council, representing District 2, Position 2.

Council Rules and Procedures and Section 8 of the City Charter outline the process that will be used to fill the resulting vacancy. The City Council will appoint a replacement with the following timeline:

  • May 23, 2025: opening of the application period. Applications will be available on the City’s website, the City Council offices (7th Floor, City Hall), and at the MySpokane service desk (1st Floor, City Hall).
  • June 20, 2025: applications for appointment to the vacant Council position must be received by the City Clerk’s office no later than 5:00 p.m.
  • The City Council intends to conduct interviews of applicants on Thursday, July 10, 2025. All interviews shall be conducted by the entire City Council during a publicly noticed Council meeting and shall be open to the public.
  • Monday, July 14, 2025: after conducting interview of the individual candidates, the council will hold a public hearing during a regular legislative session to accept testimony from the public regarding potential candidates.
  • Upon completion of the interviews and public hearing, the City Council may hold an executive session for the purpose of evaluating the qualifications for potential appointees to elective office, pursuant to RCW 42.30.110(1)(h) and Council Rule of Procedure 7.1.
  • The City Council intends to vote, in open session, to fill the Council vacancy on July 28, 2025.

Applicants for this Council seat must have lived in City Council District 2 since at least July 28, 2024.

The individual appointed to this Council seat would serve approximately four months, serving until the current election for the District 2, Position 2 council seat is certified.
