A major infrastructure project in northwest Spokane impacting traffic on west Francis Ave./Highway 291 and north Assembly St. beginning Monday, July 7th. Motorists are urged to plan ahead, allow for extra time, and look for detours. Please slow down for everyone’s safety and make the extra effort to support businesses impacted by this necessary work. The City of Spokane will begin installing a new water transmission main from the Low Water Pressure System to the Northwest Terrace Water Pressure System, improving water reliability and supporting future growth. This is the first phase of a larger initiative to enhance water, sewer, stormwater, and traffic infrastructure in the area. The project will be completed in three phases, with phase one starting at the Francis Ave./Hwy 291, Assembly St. and Driscoll Blvd. junction. It will then move west to Rifle Club Rd. with residential street and intersection closures along the way. The project is expected to be complete in November 2025 and cost $3.25 million.
