Following months of community feedback and analysis, the City of Spokane Plan Commission will hold a public hearing for the Preferred Alternative of the PlanSpokane 2046 Periodic Update to the Comprehensive Plan.
A special meeting will be held on Tuesday, April 14, 2026 at 2 p.m. in the Council Chambers on the lower level of City Hall, where Plan Commission will make a recommendation to City Council on the areas of growth prioritization for the next 20 years.
The selected “Preferred Alternative” of a Comprehensive Plan Periodic Update directs future growth for the next 20 years. The Draft Environmental Impact Statement (EIS) released in December presented three alternatives to test different growth patterns and policies and their impact on the City of Spokane. The Preferred Alternative is a combination or various features of the studied alternatives, based on public input and the Draft EIS evaluation, and shows where future growth should be increased and prioritized within the city.

2025 was a busy year for community feedback on the City of Spokane’s future growth, with over 3,400 total community responses ranging from survey responses and workshop attendees to focus group participants and online boards.

In spring 2025, the Community Visioning Workshop Series allowed community members to tell the City what they envisioned for the future. Commercial preference exercises and Map Your Spokane mapping activities identified the types of uses more desired, while also identifying areas of the community where local businesses and job opportunities should be located.
That vision helped the City of Spokane develop growth alternatives – different ways to meet that envisioned future. Those growth alternatives were presented during the Future Growth and Guiding Policies Workshop Series last fall. Community members selected which alternatives they preferred and provided comments on what the Preferred Alternative should or should not include. Another Map Your Spokane activity further helped refine where the community wanted various scales of mixed-use development.
Finally, those growth alternatives were analyzed in the Draft Environmental Impact Statement (EIS), which received over 200 public comments during the public comment period.
All this feedback was combined with the environmental analysis of the Draft EIS and internal City Department engagement to understand feasibility and limitations of future growth. The resulting proposed Preferred Alternative to be discussed by Plan Commission reflects that valuable feedback and aims to meet the community’s vision for 20 years.
Members of the public can submit written comments to the Plan Commission by emailing PlanSpokane@spokanecity.org. Submit written comments by 10 a.m. on April 14, 2026 to ensure commissioners have enough time to review. Comments should be as descriptive as possible. Intersection names, maps, specific proposed changes, and other details will help the Plan Commission understand how your comments relate to the proposed growth strategy.
Those wishing to speak at the hearing may sign up using the directions and link in the Plan Commission agenda packet, which will be available on the Plan Commission webpage under the Agendas dropdown. Agendas are typically posted a week before the scheduled hearing.
