Provide all Sergeants with miniature recording devices for the purposes of conducting shift-level Internal Affairs interviews. Pending
Develop a policy to provide medical examination and care when an individual receives a minor injury consistent with the restraint technique used by the officer. Further, the incident should be documented through a Use of Force report. Pending
Record and transcribe all Use of Force interviews. Pending
CIT trainers should participate in the Internal Affairs complaint investigation review process when mental health is a component of the investigation. Pending
Develop a policy to clarify the legality of an officer proceeding through controlled intersections with emergency lights on but siren off when responding to a time-sensitive call. Pending
Phones or intercoms enabling direct communication with 9-1-1 staff should be placed at police facilities where the public expects officers and staff to be present so that emergencies can be reported in the event that the facility is closed and the caller lacks access to another phone. Pending
Establish an emergency fund to be used in the event that officers are required to make immediate purchases to resolve a situation. Pending
Develop a policy regarding bartering of police property. Until such a policy is implemented, all bartering should stop immediately. Pending
The Ombudsman recommended that representatives from the Sheriff’s Office, State Patrol, Medical Examiner’s Office, Prosecutor’s Office, and the Office of Police Ombudsman Commission be present at future Deadly Force Review Board meetings. Pending
Provide each patrol car and with a rope-and-bag device for assisting in water rescues. Further, the Police Department should purchase life vests to be worn by officers during water rescues. Pending
Conduct a comprehensive, independent audit of the Police Department range following an Internal Affairs investigation involving the bartering of ammunition. Pending
