2016 Recommendations

16-01 (PDF 542 KB) Citizens should be able to contact the police in a simpler way. SPD implemented using 311 as the method for citizens to contact the police.
16-02 (PDF 391 KB) Body camera footage released as part of a Public Records Request should comply with the Americans with Disabilities Act. The Records Supervisor is investigating options to provide closed captioning.
16-03 (PDF 278 KB) OPO should have access to body camera footage. SPD provided OPO access to Evidence.com.
16-04 (PDF 433 KB) SPD should provide information to parents of juvenile suspects. The Chief supports providing information to both parents.
16-05 (PDF 567 KB) The chain of command should review and classify the findings of Internal Affairs investigations. Further, officers who are complained upon should utilize body worn camera footage for self-evaluation and training purposes. Complaints are now reviewed and classified by the chain of command. In some cases, SPD has also began showing officers body camera footage, when officers are complained upon.
16-06 (PDF 886 KB) Officers who conduct traffic stops should communicate stops to dispatch for both officer and public safety. While it is not a current SPD policy to communicate every stop with dispatch, it is the common practice to do so.
16-07 (PDF 886 KB) SPD should have a mechanism to ensure officers who wear a body worn camera have fully charged batteries at the beginning of their shift. Officers charge cameras every night and have been provided cords to charge cameras in the vehicle. Additionally, spare batteries are available to all officers in the event of a malfunction.
