Description of Project

The applicant, Storhaug Engineering on behalf of the owner, is proposing to subdivide parcels 34032.9179 (3287 E 53rd) and 34032.9180 (3391 E 53rd Ave) (4.88 acres) into 44 lots for the purpose of constructing 44 attached single-family dwellings. Improvements include dedications of 52nd Ave, 53rd Ave, S Ray St, and S Nola St. right of way, associated utilities and stormwater facilities.

This plat is subject to SEPA review.

Owner of this parcel owns adjacent parcels 34032.0715 and 34032.0716.

Notice of Application, SEPA, and Public Hearing

This application was determined to be technically complete on February 24, 2026. There will be a public hearing on this proposal before the City of Spokane Hearing Examiner on Thursday, April 16, 2026, at 9 a.m. The hearing will be held in the Council Briefing Center, Lower Level of City Hall, 808 W. Spokane Falls Boulevard, Spokane, WA. Any person may submit written comments on the proposal and/or appear at the public hearing. Only the applicant, persons submitting written comments, and persons testifying at a hearing may appeal the decision of the Hearing Examiner.

Comments received by March 23, 2026, at 5 p.m. will be included in the project staff report. Written comments received by April 15, 2026, by 5 p.m. will be forwarded to the hearing examiner for inclusion in the project public record.

A SEPA Mitigated Determination of Non-significance (MDNS) was issued on March 25, 2026. The City of Spokane has reviewed the proposed project and determined that it does not have a probable significant adverse impact on the environment and is issuing a MDNS. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist, City of Spokane Municipal Code Title 17, a site assessment, and comments from affected agencies. This information is available to the public on request.

The optional DNS process in WAC 197-11-355 was used. A copy of the completed SEPA Checklist and any other information concerning this proposal may be obtained by contacting Steven Bafus at sbafus@spokanecity.org. There is no further comment period on this proposal.

You may appeal this determination in writing to the Hearing Examiner, City of Spokane, 808 West Spokane Falls Boulevard, Spokane WA 99201-3343. The appeal deadline is fourteen (14) calendar days after the signing of the MDNS. This appeal must be submitted on forms provided by the Responsible Official, make specific factual objections, and be accompanied by the appeal fee.
