The proposal is located entirely within (underneath) the drip line of the deck of the Division Street Bridge (Senator Sam C. Guess Memorial Bridge), on the left (south) bank of the Spokane River.
Shoreline stabilization measures to protect an eroding bank and incorporate a ramp-like sloped pathway allowing access to the river for the purpose of launching small non-powered watercraft, typically canoes and kayaks. This application requires a Shoreline Conditional Use Permit from the City Hearing Examiner.

The Hearing Examiner has made his decision and the application has been forwarded to the Department of Ecology. Decisions of the Hearing Examiner regarding shoreline conditional use permits are reviewed by the Washington State Department of Ecology. After review, they may be appealed to the Washington State Shoreline Hearings Board. All appeals must be filed with the Shoreline Hearings Board within twenty-one (21) calendar days of the date of the Ecology decision.
The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. This DNS is issued after using the optional DNS process in section 197-11-355 WAC. There is no further comment period on the DNS.
APPEAL OF THIS DETERMINATION may be made to the City of Spokane Hearing Examiner, 808 West Spokane Falls Blvd., Spokane, WA 99201. The appeal deadline is fourteen (14) calendar days after the signing of the DNS. This appeal must be on forms provided by the Responsible Official, make specific factual objections and be accompanied by the appeal fee. Contact the Responsible Official for assistance with the specifics of a SEPA appeal.
