The subject property is located at 3028 E South Riverton Ave. – Parcel no. 35103.033. This site is within the 200-foot shoreline designation.
The applicant is proposing to subdivide parcel 35103.0303 (0.33 acres), addressed as 3028 E South Riverton Ave. into five (5) lots for the purpose of constructing attached single-family dwellings on proposed lots 1-4 and a single-family dwelling on proposed lot 5. The proposal will utilize the City of Spokane Unit Lot Subdivision procedure pursuant to SMC 17G.080.065. Per SMC 17E.060, subdivisions within a Shoreline Jurisdiction are required to be processed a Shoreline Conditional Use Permit (SCUP). The proposal is location is within the 200’ shoreline designation. This is a Type III application and there will be a Public Hearing in front of the City Hearing Examiner.
A public hearing was held on February 5, 2026 at 9 a.m. The decision was issued on February 20, 2026 by the Hearing Examiner. Decisions of the Hearing Examiner regarding shoreline conditional use permits are reviewed by the Washington State Department of Ecology. After review, they may be appealed to the Washington State Shoreline Hearings Board. All appeals must be filed with the Shoreline Hearings Board within twenty-one (21) calendar days of the date of the Ecology decision. The date of the last day to appeal the preliminary plat is March 6, 2026 at 5 p.m.
