The proposal is located on the Spokane River, adjacent to 700 N Division St. – Parcel No. 35175.0031.
The applicant is proposing a 2,200 square foot public recreational dock to be used for non-motorized watercraft, sightseeing, and other recreational activities, on the Spokane River. This is proposed within the Shoreline Buffer and the 200’ Shoreline Jurisdiction. This is a Type III application and there will be a Public Hearing in front of the City Hearing Examiner.
Notice is hereby given that Hilary Hahn with Facet NW applied for a Shoreline Conditional Use Permit on July 10, 2025. This application was determined to be technically complete on January 12, 2026. There will be a public hearing on this proposal before the City of Spokane Hearing Examiner on Thursday February 26, 2026 at 9 a.m. in the Council Briefing Center, Lower Level of City Hall, 808 W. Spokane Falls Boulevard, Spokane, WA. Any person may submit written comments on the proposal and/or appear at the public hearing.
Written comments may be submitted on this application by February 23, 2026 at 5 p.m. Written comments should be sent via mail or email to the Planning and Development contact listed on this page.
The SEPA comment period will end February 6, 2026. It is probable that a Determination of Non-Significance or Mitigated Determination of Non-significance will be issued for this proposal (WAC 197.11.355 optional DNS process). This may be your only opportunity to comment on the environmental impacts of the proposed project. A copy of the completed SEPA Checklist and any other information concerning this proposal may be obtained by contacting Donna deBit at ddebit@spokanecity.org.
A Final DNS or MDNS will be issued following the close of the comment period. Any member of the public who submits comments will be notified of the determination.
