This proposal straddles both a portion of the right-of-way of West Northwest Boulevard and a parcel (#25023.0604) owned by the City of Spokane Parks and Recreation Department at 3839 West Northwest Boulevard, Spokane, WA 99205; in the S/W 1/4 of Sec.2,T25N,42E. The parcel and right-of-way area comprise approximately seven acres.
The City of Spokane Engineering Services Department is proposing to construct an underground CSO (Combined Sewer Overflow) storage tank with the dimensions of 34 feet width by 400 feet length by 20 feet height. The tank volume will be 0.9 million gallons. Plans are also available for review in person at Spokane City Hall, 3rd Floor, during regular business hours.
This proposal requires a Type III Conditional Use Permit to expand a Utility Use in the Residential Single-Family Zone (SMC 17C.110.110).

RSF Zone (Residential Single-Family)
A community meeting was held on March 12, 2014, at 6:30 p.m., at Shadle High School.
Once a Community Meeting has been completed, the applicant is authorized to make application to the City of Spokane for the review of the Conditional Use Permit. A combined Notice of Application and Public Hearing will be posted on the property and mailed to all property owners and taxpayers of record, as shown by the most recent Spokane County Assessor's record, and occupants of addresses of property located within a 400-foot radius of any portion of the boundary of the subject property, including any property that is contiguous and under the same or common ownership and control. This combined Notice of Application and Public Hearing will initiate a 15-day public comment period in which interested persons may submit written comments to the address of the City Staff. This notice will contain the date, time, and location of the public hearing. Once the public comment period has ended, staff will issue a Staff Report to the Hearing Examiner. Finally, a Public Hearing will be held in front of the City of Spokane Hearing Examiner. Written comments and oral testimony at the public hearing for this proposed action will be made part of the public record. Only the applicant, persons submitting written comments, and persons testifying at a hearing may appeal the decision of the Hearing Examiner.
