The City of Spokane received a notice of intent to commence annexation proceedings from a representative of three parcels located southeast of Spokane City limits. These parcels are located within the Moran / Glenrose Urban Growth Area. City Council requested a financial and service impact analysis of the original requests as well as a second scenario extending the annexation area to include the properties bounded by Palouse Highway and Regal Street to the east / west, and 53rd Ave and 55th Ave to the north / south, referred to as the “broader area.” The City Council adopted a resolution modifying the annexation boundaries proposed by the petitioners to the broader area.
Notice of City Council Hearings
The City Council will hold a public hearing on the proposed land use and zoning crossover designations for the annexation area on February 8, 2016 at 6:00 p.m. in the Council Chambers, Lower Level of Spokane City Hall, 808 W. Spokane Falls Blvd., Spokane, WA 99201. This annexation involves two City Council Hearings at least 30 days apart, so testimony will be taken at the February 8, 2016 City Council Hearing on the land use and zoning crossover designations only, with Council action deferred on those items to a second March 14, 2016 City Council Annexation Hearing. The March 14 hearing will be held at 6:00 p.m. in the Council Chambers, Lower Level of Spokane City Hall, 808 W. Spokane Falls Blvd., Spokane WA 99201. At that hearing, final action will be taken on the land use and zoning designations as well as the annexation itself. Any person may submit written comments or call for additional information to Jo Anne Wright at the address listed under “Contact Information” to the right, or testify at the hearing(s) on the proposed actions.
Description of Proposal
The annexation area consists of 13 parcels on approximately 42 acres and is a mix of developed and undeveloped property. Parcel numbers: 34032.0433, 34032.0480, 34032.0481, 34032.0447, 34032.0405, 34032.0446, 34032.0412, 34031.0459, 34031.5201, 32032.0490, 34032.0432, 32032.0492, and 34032.0489. Northern Boundary: 53rd Avenue; Eastern Boundary: Palouse Highway; Southern Boundary: 55th Avenue; Western Boundary: Regal Street.
