US 195 Meadowlane J-Turn

Project Number: 2023105

Status: Design

Overview

This project will reconstruct the intersection of US 195 and Meadowlane Road to include a J-turn, along with acceleration and deceleration lanes. These upgrades aim to enhance safety and reduce congestion during peak hours, while also preparing for future growth in the area.

Location

US Highway 195 and Meadowlane Road

Project Timeline

  • Design Phase: Underway
  • Construction Funding Obligation: Expected by Spring 2025

Key Objectives

  • Safety & Capacity: Reconfigure the intersection to improve traffic flow and reduce collision risks.
  • Infrastructure Enhancements: Construct acceleration and deceleration lanes for smoother merging and turning.
  • Water Main Relocation: Relocate the 8-inch water main outside the project area to protect essential infrastructure.

Project Scope

The main activities within this project include:

  • Intersection Modification: Implement a J-turn to streamline left-turn movements and reduce crash potential.
  • Sidewalk Addition: Install a new sidewalk on South Meadowlane Road between Eagle Ridge Boulevard and Turner Avenue.
  • Utility Coordination: Relocate underground utilities (including water, Lumen, Verizon, Avista) to accommodate the new road design.
  • Potential Expansion: A southbound acceleration lane from Eagle Ridge Boulevard may be added, pending final design decisions.

Funding

Total Project Cost: $2,417,000

Sources:

  • Federal Surface Transportation Block Grant (STBG)
  • Latah Impact Fees

Community Impact

By improving traffic safety at the US 195/Meadowlane intersection and adding pedestrian infrastructure, this project addresses current and future traffic demands. The J-turn configuration and acceleration/deceleration lanes will help reduce collisions, and utility relocations will protect vital services.

Environmental & Regulatory Compliance

All work will comply with SEPA and NEPA requirements. Shoreline permitting will be obtained for lighting and signage within 200 feet of a shoreline. Public engagement is anticipated to keep residents informed and gather input.
