What is Considered Public Works

  • Construction, alteration, demolition, installation, improvement or repair work paid in whole or in part with public funds.
  • Building and facility repairs.
  • Can be contractual and non- contractual.

What is Required by Contractors for Public Works Projects

The City of Spokane, by law is required to collect certain information on PW projects regardless of dollar amount. For this reason all PW contractors are required to:

  • File an Intent to Pay Prevailing Wages immediately after the contract is awarded and before work begins. No payments can be made until contractors have provided an Intent ID number approved by LNI.
  • File an Affidavit of Wages Paid (AWP) immediately upon completion of the projects. Final payment and/or retainage may not be released until all contractors have provided an AWP ID number approved by LNI.

In Addition to the above:

- Verification of no claims and liens against retainage and bonds.

- And minimum 45 days after date on Final Acceptance Letter.

- Release after approval of Notice of Completion filed with LNI, DOR and ESD;

- And verification of no claims and liens against retainage and bonds;

- And minimum of 45 days after date on Final Acceptance Letter

Alternate Filing Options

  • Combined Intent/Affidavit for small works projects under $2,500 including tax. No cost. Primarily used for non-contractual maintenance and repairs.
