Overview

The Spokane Safe and Bright Residential Light program provides an opportunity for residents to receive a FREE solar powered, motion detecting outdoor light. The Spokane Safe and Bright program is designed to help residents illuminate the public right of way, with an emphasis on alleys and other areas of low lighting. Program funds come from the American Rescue Plan Act (ARPA).

Starting March 2, 2026, City of Spokane property owners can request a light for pick up at the Spokane 311 Customer Service Counter on the first floor of City Hall (808 W. Spokane Falls Blvd). The lights are available while supplies last.

Purpose

The purpose of this program is to install light in residential areas focused on the public right of way, with emphasis on alleys and other areas with low lighting. The goal is to improve safety for all uses of the public right of way, address crime and overall safety.

Applying for a Light:

Residents with access to a computer or smartphone:

  • Create an account or login to your account at my.spokanecity.org/account/sign-in via web browser.
  • Once you're logged in to your account, visit the Residential Light Request page to request your voucher.
  • Complete the form with your information. Only City of Spokane property owners can request a residential light through this program (businesses, organizations, schools, etc., are not permitted to use this program). If you are a renter, work with your landlord/property owner to apply for your residence. Address listed must be residential; no P.O. Box addresses will be accepted.
  • If your request was submitted without receiving an error message, it went through. If you receive an error message, it is either because you already have an active request or your address is ineligible due to not being within Spokane city limits.
  • When your residential light request is successfully submitted, you will receive an email from My311@spokanecity.org with your residential light ID information.
  • After you receive your residential light ID information via email, visit the Spokane 311 Customer Service Counter on the first floor of City Hall (808 W. Spokane Falls Blvd) to pick up your light. Residential lights are only to be picked up by the property owner that applied for the light or the identified alternate contact (alternate contact name is input at the time of request). IDs will be checked at pick up.
  • Be sure to bring identification matching the name on your request.
  • Contact the City at 3-1-1 (or 509.755.2489 if calling outside the City) with questions.

Residents without access to a computer or smartphone:

Important details about the Spokane Safe and Bright Residential Light Program

BE PREPARED

  • KNOW BEFORE YOU GO: It is important to read these residential light guidelines before picking up and installing the lights.
  • LIGHT ID REQUIRED:  Once successfully submitted, an email will be sent to applicant with residential light ID information to use when light is redeemed.
  • BE PATIENT: Please anticipate that it may take a few minutes to be able to check your information and distribute the light, so please be patient with staff.

WHO QUALIFIES FOR A LIGHT

  • PROPERTY OWNERS: One light per residence is allotted with this program. The property owner’s information will be verified when redeeming lights. Multi-family property owners may request one light per property. Businesses, organizations, schools, renters, etc., are NOT ELIGIBLE for this program.
  • RENTERS: Contact your landlord and/or property owner to encourage them to utilize the Spokane Safe and Bright Residential Light program and request a light for their rental property.
  • INSIDE CITY LIMITS: Residential lights are available for properties in the City of Spokane limits. Only property owners can request a residential light through this program
  • USE IT OR LOSE IT: Residential lights may not be transferred, sold, or used for commercial purposes. Violating this policy may prevent the resident from utilizing the program in the future.

HOW TO REDEEM A LIGHT

  • CITY HALL: Residential lights are available to pick up at the Spokane 311 Customer Service Counter on the first floor of City Hall (808 W. Spokane Falls Blvd), Monday–Friday 8 a.m. – 5 p.m., while lights remain available. Please check the City’s website for holiday schedules.
  • HAVE PERSONAL ID READY: Residential lights are only to be picked up by the City of Spokane property owner that applied for the light or the identified alternate contact (alternate contact name is input at the time of request.)
  • 45 DAYS:  Lights must be picked up within 45 days of the request. If the requester or designated alternate do not pick up their requested light within 45 days, the request will be void.
  • BE PATIENT: Please anticipate that it may take a few minutes to be able to check your information and distribute the light, so please be patient with staff.

LIGHT INSTALLATION

  • READ THE INSTRUCTIONS:  The City of Spokane’s Spokane Safe and Bright Residential Light program is focused on providing homeowners the ability to illuminate common darkened areas in their neighborhoods with a free solar-powered light. The installation process is solely the responsibility of the property owner. City of Spokane is not responsible for any issues, damage, or repair stemming from this program.
