The City of Spokane, in partnership with Empire Health Foundation, Compassionate Addiction Treatment (CAT), and Family Promise of Spokane, is opening additional scattered site facilities for people experiencing homelessness.
The City’s new navigation center and scattered-site model continues to focus on creating facilities with tailored services for members of the local unhoused community who have various needs. The new site operated by CAT will be specifically available to people in recovery on a referral-only basis. Family Promise will have a separate operation that offers shelter and services to homeless families, including those with infants and young children.
"Homelessness is not a one-size-fits-all issue. We know that not everyone has the same needs and that their circumstances are unique. These new scattered site facilities mark another big step forward toward our goal of properly addressing the needs of our unhoused community by providing specialized services and targeted outreach," said Mayor Lisa Brown.
"These new scattered site facilities offer important services that will help our unhoused neighbors on their path to stability and permanent housing," said Zeke Smith, President of Empire Health Foundation. "We are thankful for the essential work our partners do every day to build a stronger community."
"Compassionate Addiction Treatment looks forward to providing additional services to support our community members in meeting their personal recovery goals as they work toward their goal of permanent housing," said Hallie Burchinal, Executive Director of Compassionate Addiction Treatment. "Providing this opportunity to stay in a stable, supportive environment will allow people to move their primary focus from daily survival, empowering them to work on long-term goals as they prepare to transition into housing options as they become available."
"Family Promise of Spokane has been successfully working within a scattered site model for five years," said Joe Ader, Chief Executive Officer of Family Promise of Spokane. "In 2024, we were able to rehouse 805 people from 235 families. With this additional funding, we can expand our efforts to end the cycle of homelessness by providing unique, customized care to even more families across Spokane County."
