Updating the City’s organizational structure

Four years ago, we took the first of numerous and very intentional steps to make City government more affordable, accountable and aligned to the people we serve. We have made great strides and are well-prepared to continue that progress.

Today, I am announcing organizational updates that better align City resources to deliver the best outcomes for the citizens we serve every day. Utility, street and engineering services will move into a new Public Works division led by Scott Simmons. A consolidated Neighborhood and Business Services division, under the leadership of Jonathan Mallahan, will integrate planning, developer services and parking into what was previously Neighborhood Services to better align our customer service efforts. Rick Romero, the division director for the former Utilities Division, intends to retire this spring and will work closely with Scott and Jonathan for a smooth transition. Additionally, Tim Dunivant, who has served as budget director, will join the Cabinet as director of finance and administration.

The updated structure matches strategic initiatives, organizational resources and City Council committees, emphasizes integrated solutions, enhances communication and better directs resources to critical organizational areas. The changes will occur over the next several months.

Working together, we will fulfill the shared vision of a Spokane that is safer, thriving and full of new opportunities.
