On Saturday 6/22/24 beginning shortly after 10:00 am, reports of fires in Downtown Spokane began coming into 911. Patrol officers responded to the 100 block of S. Adams St. where bushes were burned, to the 1100 block of W. Main, where a significant number of trees were burned, and to the 200 block of N. Cedar where a Porta Potty was burned. Firefighters put out the fires and relayed it appeared the fires may be related and purposedly set. Police responded and began searching the area for a potential suspect. Through witness identification and video images, police developed a suspect profile and shortly after the third fire, which happened in the 3:00pm hour, they located the suspect in the downtown area.
Probable cause was established to arrest Chad A. Horne (36) for 2nd Degree Arson and 2nd Degree Reckless Burning. He was booked into the Spokane County Jail where he remained over the weekend and appeared in court this afternoon. A judge set Horne’s bail at $100,000 citing the danger Horne placed the public and surrounding businesses in, and also in light of another fire Horne is accused of setting. On 5/15/24 a business in the 1000 block of W. Shannon Ave. suffered extensive damage by fire. Police developed probable cause to charge 2nd Degree Arson in that case, but at the time, did not have a suspect identified. Police have now charged Horne with 2nd Degree Arson for the fire on Shannon Ave in May.
