The proposal is located at 3224 and 3206 E. 28th Ave. (Parcels 35273.0205 and 35273.0224), SW ¼, SEC. 27, T. 25 N., R. 43 E., W.M.
The conditional use application is to establishment a residential care facility at 3224/3206 E. 28th Avenue (parcels 35273.0205 and 35273.0224). The proposal for a “Group Living” category use for more than 6 residents requires a Type 3 Conditional Use permit in the R1 zone.
The 0.83-acre site is proposed to operate as either an Enhanced Services Facility (ESF) as defined in RCW 70.97 and WAC 388-107-0001, or an Assisted Living Facility as defined in RCW 18.20.020 and WAC 388-78A-2020, with a capacity of no more than 16 residents. The proposal will utilize an existing dwelling and access to the site. A small secondary home with accessory dwelling unit (ADU) also located at 3224 E 28th Ave (parcel 35273.0205) will be for personal use only and is not proposed for operation as part of the proposed group living use.
Any person may submit written comments on the proposal, call for additional information or participate in the hearing. Comments received by June 11, 2026, at 5 p.m. will be included in the project staff report. Written comments received by July 15, 2025, by 5 p.m. will be forwarded to the hearing examiner for inclusion in the project public record.
There will be a public hearing on this proposal before the City of Spokane Hearing Examiner on Thursday, July 16, 2026, at 9:00 a.m. The hearing will be held in the City Council Chambers, Lower Level of City Hall, 808 W. Spokane Falls Boulevard, Spokane, WA. Any person may submit written comments on the proposal and/or appear at the public hearing.
Only the applicant, persons submitting written comments, and persons testifying at a hearing may appeal the decision of the Hearing Examiner.
This project is exempt from SEPA.
