The applicant is proposing to use the existing church building into a small private school to serve no more than 50 students with 3 teachers and support staff. The property has been operating as a church and had a daycare in the past, so the structure and site have been operating as an institutional use for a number of years. The property is zoned Residential Single Family; school uses are allowed through a Type II conditional use permit, of which the Planning Director is the decision maker.

The applicant is not proposing any additions to the building nor any significant site work. There was no Pre-Development Meeting held for this proposal. The applicant proposes to have all pick-up and drop-off of students take place on site, so no staging of vehicles is proposed on Freya St. or 11th Ave.


The Planning Director issued an Approval with conditions on November 29, 2021. The date of the last day to appeal is the 13th of December 2021 at 5PM. The appeal fee of $250 must be paid in full at the time an appeal is made. An appeal shall take the form of a written statement of the alleged reason(s) the decision was in error.
