For the portion within the City of Spokane city limits, the proposal is located on 2920 S. Spotted Rd. Spokane, WA, parcel no. 25286.1201. (S28 & 21 T25 R42 E., W.M.).

Description of Project

Avista Corporation is proposing to construct the Bluebird to Garden Springs 230 kV Transmission Line Project which would increase the reliability, safety and capacity of the transmission line system and connect the proposed Bluebird Substation and the Garden Springs Substation. Total, the project is approximately a 12-mile distance, with about 2 miles of the total project being within City of Spokane city limits. Construction will involve installing new single poles made of weathered steel and stringing 230kV conductors (cables) and optical ground wire.

Multiple wetlands within the City’s jurisdiction are delineated along the route. The work proposed is considered a regulated activity per SMC 17E.070.040, therefore a conditional use permit is required. This is a Type II application and will be reviewed administratively with a decision issued by the Planning Director.

Request for Comments

A request for comments has been routed to all interested departments and agencies. Comments or reports are due to the planner listed on this webpage by May 1st, 2026. A public comment period will follow once the application is determined to be technically complete.

A Determination of Non-Significance was issued by Spokane County on 2/20/26.
