Description of Project

The applicant is proposing to subdivide parcels 35103.1214 addressed as 2901 E Baldwin Ave and 35103.1215 addressed as 2907 E Baldwin Ave into three (3) lots for the purpose of constructing two duplexes on lot 3 under the City’s Interim Zoning ordinance found in chapter 17C.400 – Interim Housing Regulations Adopted to Implement RCW 36.70A.600(1).

Lots 1 & 2 were reestablished under Z23-123BLA with demolition bond for detached garage.
Lot 1 4 plex permitted under permit B2310123BLDC
Lot 2 4 plex permitted under permit B2310124BLDC
Lot 3 is proposed for the construction to two duplexes
Demolition of existing single-family residence under permit B2303588DEMO

Please note that this proposed plat qualifies for “minor engineering review” with the City of Spokane (see SMC 17G.080.040 Short Subdivisions, subsection C.2). Following the agency review period for this “minor engineering review plat,” a decision will be issued. Please be advised that there is no public comment period for this “minor engineering review” plat. This is your only opportunity to comment on this proposal.


The Planning Director issued an Approval with conditions on May 7, 2024. The date of the last day to appeal is the 21st day of May 2024, at 5 p.m. The appeal fee of $250 must be paid in full at the time an appeal is made. An appeal shall take the form of a written statement of the alleged reason(s) the decision was in error.
