Description of Project

This trailhead improvement project is a part of the larger City of Spokane Parks and Recreation project known as “Make Beacon Hill Public – Phase 2”. The existing John. H Shields Park straddles the Spokane City and Spokane County municipal boundary and is situated north of Upriver Drive, which is north of the Spokane River. The John H. Shields East portion of the project, which is located in the City limits, includes improving parking spaces to the existing paved parking lot, installation of a children’s play area, pavement of existing pathways, installation of fencing and boulders for safety, and building a concrete staircase to connect adaptive trails and a rock-climbing area. As mitigation for the removal of some onsite plantings, the project’s Habitat Management Plan also calls for replacement plantings on parcel 35013.0201. The project is located in the Shoreline Jurisdiction and is therefore subject to shoreline regulations; a Shoreline Substantial Development Permit is required for the portion of work in the City limits. Other improvements to the John H. Shields West are located across the jurisdictional boundary in Spokane County; those shoreline applications are being processed by Spokane County under files SMA-251-24 and SMA-252-24.
