Thor-Freya Reconstruction (Hartson to Sprague)

Project Description: Full roadway reconstruction, curb and stormwater facilities replacement, ADA ramp upgrades, and water/sewer replacements. This project is funded with federal and local funding.

  • Thor Street and Freya Street from Hartson Avenue to Sprague Avenue
  • Hartson Avenue from Thor to Freya

Construction Schedule

Construction will be conducted in seven phases as follows:

  • Phases 1-3: End of March through late July 2022
  • Phases 4-5: Mid-July through late August/early September 2022
  • Phases 6-7: Late August through early-mid October 2022

Crews will be in the area during the scheduled time frame. All schedules are approximate and dependent on weather and unforeseen delays. Please check back often to ensure you have the most current information.

Contractors are required to provide two business day's notice to a homeowner/business if the homeowner/business owner's property will be directly impacted by the work. This includes access issues.

Construction Phasing
Construction will be broken out into seven phases to ensure access is maintained to all businesses throughout the project. Work may occur on two phases at a time. When work occurs on Thor, Freya will have two-way traffic. When work occurs on Freya, Thor will have two-way traffic. During each phase, the section of road being worked on will be fully closed to all traffic. Once a phase is complete, that section of road will be opened to traffic.

Road work will take longer to complete on this project as the roadway will be concrete as opposed to asphalt. Work will produce noise and dust, but no extensive rock hammering is needed. The contractor must adhere to City noise ordinances—work must be completed between 7:00 a.m. and 10:00 p.m. The contractor is required to provide dust control.

Note: the contractor will do its best to minimize impacts on the public, but unforeseen circumstances may result in the need to temporarily revise traffic restrictions. For everyone's safety, please obey all traffic signs.
