Description

St. Anthony’s Catholic Parish received approval for a Master Campus Plan for the construction of a new school and childcare facility to be located at (previous) parcel numbers 25121.6003, 25121.6002, and 25121.6001 (on the corner of Cedar and Carlisle); the current parcel number is 25121.6014. The previous application identified that once the new school/daycare was constructed, the parish would demolish the existing school across Cedar next to the church, located on parcel 35073.3501 for the construction of a future gymnasium. The application also proposed the construction of a surface parking lot to provide parking for the parish and for the new school/daycare across the street.

The Parish applied for a Campus Master Plan due to their intent to utilize the two sites as one campus. The Campus Master Plan approval allows them to share building coverage allowance, floor area ratio, and parking across the campus.

The applicant has since acquired an additional parcel (35072.6304, address 1315 W Carlisle) and would like to add this area to their Campus in order to build a larger gymnasium on the site at 1306 W Montgomery. The revised proposal also includes moving the proposed location of the gym to the eastern portion of the parcel. Additionally, the revised proposal includes increasing the amount of proposed parking and relocating the playground location. Because the new parcel was not a part of the original application, coupled with the other changes identified above, the Hearing Examiner is requiring a new hearing on the application.

Campus Site overview

On November 2nd, 2016 the applicant's agent requested a previous revision to the approved site plan. The revised plan showed a smaller new building on the corner of Cedar and Carlisle and the maintenance of the existing school to be converted in to a gymnasium. Description

St. Anthony's Catholic Parish is applying for a Master Campus Plan for the construction of a new school and childcare facility to be located on parcels 25121.6003, 25121.6002, and 25121.6001 (2315 N Cedar). Once this new school/daycare is constructed, the church proposes demolishing the existing school located on parcel 35073.3501. Once the existing school is demolished, the applicant is proposing to construct a surface parking lot to provide parking for the new school/daycare and the Parish's church on the same parcel as the existing school.

In the Pre-Development meeting and the Community Meeting, the applicant presented a site plan that indicated a drop off lane along the western side of the new school and through the existing alley behind the lots on Cedar and Carlisle. After holding the Community Meeting, the applicant has removed the proposed drop off lane entirely from the plans and intends to hold drop off in front of the church across Cedar. They would like to paint crosswalks across Cedar at Carlisle for safe crossing.

The Parish intends to use these two sites as one campus, even though the properties are legally separated by right-of-way. To be able to share building coverage allowance, floor area ratio, and parking the applicant is applying for a Master Campus Plan, which is processed as a type III conditional use permit. The Hearing Examiner is the decision maker.

Decision

A public hearing was held on this proposal on September 22nd, 2016 at 9AM in the Council Briefing Center at 808 W Spokane Falls Blvd, Lower Level Spokane, WA 99201. The decision was issued on September 27th, 2016 by the Hearing Examiner. The date of the last day to appeal is October 18th, 2016 at 5:00 p.m.
