Our top priority is to safeguard the public water system from potential contamination. To support construction and other water needs, the City operates a Hydrant Permit Program. This program allows approved users to access hydrants for filling water trucks and similar equipment.

Accessing Water in Locked Hydrant Areas

Locked hydrants are reserved exclusively for fire protection and cannot be accessed by Hydrant Permit holders. If you are working in an area with locked hydrants, you must set up a Bulk Water Fill Station account by calling 311 or 509.755.2489 outside the city.

Program Overview

  • Annual Fee: $500
  • Required Equipment: All equipment must include City-provided meters and backflow assemblies. Permit holders must provide a $1,500 refundable deposit or proof of liability insurance naming the City as an additional insured.
  • Water Usage Tracking: Meters record consumption, and permit holders are billed monthly at standard water rates.
  • Policy Enforcement: Fines apply for policy violations, along with charges to cover damage to City equipment or infrastructure.

How to Apply for a Hydrant Permit

  1. Obtain a Hydrant Permit: Contact Utility Billing by calling 311 to acquire a hydrant permit.
  2. Schedule Hydrant Use: Once you have a permit, contact the Water Department 509-625-7800 to schedule a time to pick up a hydrant cage and identify a specific unlocked hydrant for use.
  3. Using Fill Stations: If the requested hydrant is unavailable, you will be directed to a bulk water fill station for water collection.
