The City of Spokane owns and operates the Upriver Hydroelectric Project (FERC Project 3074), known as Upriver Dam, located on the Spokane River. Originally constructed in 1894, rebuilt in 1936 and further upgraded in the 1980s, the Project’s current license expires in May 2031. To plan for Upriver Dam’s future, the City intends to initiate relicensing in April 2026, using FERC’s Integrated Licensing Process (ILP). This process follows a strict schedule with clear opportunities for public involvement. Read the Fact Sheet for more information. All relicensing participants have the option to register and subscribe on FERC’s public website to receive communication directly from FERC throughout the relicensing process. This will ensure timely receipt of all filings made by FERC, the City, and others. You can find instructions on how to register directly on FERC’s website.
