From 2024 to 2026, the City of Spokane allocated over $2M from the American Rescue Plan Act funds to focus on economic recovery in 4 Neighborhood Business Districts: S. Perry, Hillyard, Garland and N. Monroe.
The City contracted with the Washington Trust for Historic Preservation to help develop plans for each district and work to distribute the funding equally among the 4. Another deliverable for the contract was the Business District Toolkit, a clearinghouse document to not only help existing Spokane business districts, but to encourage other interested, emerging districts to have the know-how to start their own.
Washington Trust for Historic Preservation worked diligently with the City’s Office of Neighborhood Services and the Spokane Independent Metro Business Alliance (SIMBA) to develop the toolkit using a combination of Main Street best practices, Spokane business district case studies and nonprofit frameworks to offer existing and future districts a robust toolkit to elevate their efforts.
