Kevin Hall Selected as New Spokane Police Chief

Following an extensive search and community input process, Mayor Lisa Brown is happy to announce Kevin Hall as the new Chief of the Spokane Police Department.  

Chief Hall comes to Spokane from Tucson, Arizona where he has served with the Tucson Police Department for more than 30 years. Hall has held several leadership roles within the department and has served as Assistant Chief of Police since 2016.  

Chief Hall has worked across various departments during his time in law enforcement. He led the Special Services and Innovation Bureau, Patrol Services Bureau, and worked in the Homicide, Home Invasion, Physical Child Abuse, SWAT, and Patrol units. He also helped expand the Tucson Police Department’s Mental Health Support Team to include a Substance Use Response Team and Homeless Outreach Team, as well as championed placing behavioral health clinicians within Tucson’s 911 call center to triage mental health calls. Chief Hall has been credited for his innovative approaches to community-based violent crime reduction, alternative staffing and response models, traffic safety planning, as well as ethical and equitable budgeting. In June, he was named to the Evidence-Based Policing Hall of Fame.  

Chief Hall holds a Master’s Degree in Public Administration - Public Safety from Arizona State University, as well as Bachelor’s Degrees in Sociology and Psychology from the University of California, Riverside. Additionally, he has received extensive specialized training from the Harvard Kennedy School of Government Senior Executives in State & Local Government, the Police Executive Leadership Institute, Senior Management Institute for Policing, FBI-LEEDA Executive Leadership Institute, Northwest University Center for Public Safety, and more.  

Chief Hall received glowing recommendations from the City of Spokane’s selection committee, comprised of leaders representing diverse perspectives from across the community.  

“From public feedback to department personnel, it was clear our community wants a leader who demonstrates character, integrity, and accountability, brings best practices to the department, and is dedicated to the safety of everyone in our community. Chief Hall is that leader and I am grateful that he has agreed to serve in this role,” Mayor Brown said.  

“I am deeply honored to be selected as Spokane’s Police Chief, and want to thank Mayor Brown, her staff, and the search committee for their time and effort in this national search. I intend to bring a passion for collaboration, innovation, data-driven strategies, and value-based policing to Spokane that will propel the agency into a regional, if not national, public safety leader. This will require increased participation from the community as co-producers of public safety, which I am committed to facilitating and fostering. I am just as committed to the health and well-being of all the talented members of the agency, knowing that if the team members are not 100 percent, we cannot give 100 percent to those we serve,” Chief Hall said.

An official start date is still being worked out, but Chief Hall is expected to start in his new position prior to September 1.
