City Updating the Citizen Participation Plan

The Citizen Participation Plan, CPP helps set the policies and procedure for citizen participation throughout the Consolidated Planning process. The CPP must facilitate citizen participation throughout the Consolidated Plan’s initial development, substantial amendment process, and annual performance report. CPP regulations require active citizen participation, with a special emphasis on efforts to encourage participation from the following populations:

  • Low- and moderate-income persons
  • Residents of slums, blighted areas, and predominately low- and moderate-income areas
  • Non-English speaking persons
  • Persons with disabilities
  • Public housing residents and other low-income residents of targeted revitalization areas

Currently, the City of Spokane is updating the CPP plan. Citizens can review the updated plan online. Key changes to the plan include:

  • Alignment with regulations (24 CFR Part 91.105)
  • Focus on community connecting with CHHS
  • Less focus on process
  • Inclusion of Assessment of Fair housing language
  • Directions for seeking public record
  • Social Media outreach

Citizens are encouraged to share their feedback at an upcoming Public Hearing on Wednesday, December 6 at 4 p.m. at City Hall (808 W. Spokane Falls Boulevard) in the City Council Briefing Center. You can also email your feedback to George Dahl at gdahl@spokanecity.org from Wednesday, December 6 through Friday, January 12.
