Are Electric Fences Allowed in Spokane?

In 2015, Electric Guard Dog LLC proposed a text amendment to the Spokane City fence code that would allow businesses to install low-voltage electric fences. Following lengthy discussions, in May 2016 the City Council amended the industrial fence code to allow electric fence installations in Heavy Industrial (HI) zones.

Fast forward to 2017, a new request for an electric fence was received in a Light Industrial (LI) zone. Following the request, City Council President Ben Stuckart has sponsored the draft code amendments. Draft amendments under consideration include revised landscape and screening requirements to reduce conflicts with adjacent, non-industrial property and uses such as residences, schools, daycare facilities, trails and other pedestrian connections. Additionally amendments would allow for more flexibility regarding the hours of operation of electric fence security systems.
