Woman shot and killed in North Spokane after apparent road rage incident
Saturday, May 15, shortly before 11am Spokane Police Officers responded to multiple reports of a female shot. When officers arrived at the intersection of Francis and Addison they found a woman lying in the roadway. Officers immediately started life savings measures on the female until medics arrived. Unfortunately, the female was pronounced dead at the scene a short time later. The alleged shooter and two of his family members remained on the scene and were cooperative with police.
It appears the shooter and the victim got into an altercation while driving. When both cars arrived at a stop at Francis and Addison, the shooter and the victim got out of their respective cars and exchanged words. The woman was then shot while standing in the roadway. The woman was a passenger in a car driven by a male, who left the scene after she was shot. Officers are attempting to locate that driver and the vehicle.
The shooter and his brother were initially detained. The brother has since been released and the shooter, 28 year old Richard Hough, has been arrested and will be booked into jail this evening on a 2nd degree murder charge.
Major crimes detectives have determined the parties were unknown to each other and this appears to be a tragic case of road rage. The area of Francis and Addison was closed down for a good portion of the day, it has since been reopened.
