On 5/28/24 Spokane Police Officers responded to a call of a potential child luring incident in a store parking lot in the 1500 block of W. Wellesley Ave that took place around 4:30pm. A juvenile female reported that a man in a red van pulled up next to her as she stood in the parking lot and asked if she wanted to pet his bird which was perched on his finger inside the van. Officers learned that the girl was scared and told the man no and began to walk away when he drove toward her and cut her off. The girl was able to turn another direction and get away from the man. SPD officers quickly canvassed the parking area and also obtained security video from the store which clearly showed the van. Officers were able to determine the registered owner of the vehicle and approached him at his house where they developed probable cause to arrest him for luring.
Frank J. D’Orr (71) was booked into the Spokane County Jail on a charge of Child Luring. D’Orr has prior felony convictions for 2nd Degree Rape and 2nd Degree Assault. He appeared in Spokane Superior Court this afternoon where his bond was set at $25,000.
