Suspect in 2024 homicide arrested in Colorado, extradition pending

On March 18th, 2025 law enforcement officers in Greeley, Colorado took Cougar L. Devereaux Jr. (19) into custody on an outstanding murder warrant issued by the Spokane Police Department.  The arrest warrant stemmed from a shooting incident that took place on July 7th, 2024 in the 1300 block of West Courtland Avenue.  SPD quickly responded to the incident to find a teenage female suffering from a gunshot wound.  The victim succumbed to her injuries a short time later.

Detectives from the Major Crimes Unit (MCU) took over the investigation and through their efforts, identified Devereaux as the suspect in the shooting.  Detectives with the Special Investigations Unit (SIU), Criminal Investigations Unit (CIU) and the Technical Assistance Response Unit (TARU) also took part in the investigation.  Developing probable cause to charge Devereaux for the shooting death, detectives issued an arrest warrant.  Extensive investigative methods utilized by SIU detectives went into locating Devereaux, but information was obtained showing he had fled the state.

Recently, SIU detectives obtained immediate actionable intelligence indicating Devereaux was in Greeley, Colorado.  Collaborating with multiple law enforcement agencies to include the FBI and law enforcement in Greeley, Devereaux was located and arrested on the murder warrant.  He will be brought back to Washington State after the extradition hearing is complete.  The arrest was an effort spanning 8 months involving multiple law enforcement agencies that helped locate a dangerous fugitive.
