March 3, 2025 marks the return of a vital community program for residents of Spokane. Three Spokane Police officers will start their new positions as Neighborhood Resource Officers (NROs) today. The Spokane Police Department made the extremely difficult decision to eliminate the NRO program in 2023 to provide much needed support to the patrol division. In the fall of 2024, voters passed the Community Safety Sales Tax, championed by Mayor Brown and designed specifically to revive and strengthen the NRO program. Thanks to voter approval of the Community Safety Sales Tax, SPD is pleased to bring this valuable community resource back to the City of Spokane. The following three officers will start their new positions today:

  • Officer Deanna Storch
    Northeast
  • Officer Micah Prim
    Downtown-South
  • Officer Tyler Heiman
    Northwest

Additional officers will be added to the program in coming months.

“The return of Neighborhood Resource Officers illustrates the commitment of the Spokane Police Department to the community of Spokane. The NRO's will be a critical tool to strengthen the relationship between our officers and those we serve. Our NROs will work with community members daily to address concerns and build a safer, healthier Spokane together.” — Chief Kevin Hall, Spokane Police Department.

“The City of Spokane is excited to have the Neighborhood Resource Officer program back, fulfilling what voters supported in the recent Community Safety Sales Tax vote. This program is a direct investment in our neighborhoods and a key step forward toward fulfilling our public safety goals,” Mayor Lisa Brown said.

NROs work with the community to improve the quality of life in the neighborhoods in which they are assigned. These officers will help bring about positive neighborhood change by collaborating with and utilizing resources from different government agencies, businesses, and community members. They will also act as liaisons to their assigned areas for recruitment and community outreach efforts. NROs are based out of SPD Precinct facilities.
